It was noted that local authorities and NGOs have repeatedly addressed the Verkhovna Rada suggesting amend part one of article 23 of the Subsoil Code of Ukraine in order to allow land owners and land users to extract groundwater for domestic, household and practical needs, as well as for central and non-central (apart form production of packaged drinking water) domestic water supply within the given land plots without special permissions and mining allotment and under the condition that there is no sustained aquifer level reduction and if less than one day is needed to restore the original water level after the cease of water withdrawal.
Following the results of discussion, the Committee recommended the Cabinet of Ministers to take measures in order to maintain proper functioning of drinking water supply enterprises.
